Please follow this 5 step process to ensure your pool or spa is registered, safe and complaint.
All owners of permanent and relocatable swimming pools and spas are required to register their pool or spa with their local Council by 1 November 2020.
Attach all relevant building permit documents including the final inspection or occupancy permit (if you have them). These documents will help determine the relevant safety barrier standard, which differs depending on the age of your pool or spa barrier.
Fees for Council registration is about $80.00, depending on your specific council.
If the age of your pool or spa cannot be verified, the current barrier standard or AS1926.1-2012 will likely be applied.

After you’ve registered your relocatable or permanent pool or spa, you will receive a letter from your Council or Shire confirming details of when your pool or spa was constructed, the applicable barrier standard that the safety barrier must comply with and the due date for lodgement of the Certificate of Compliance.
The date of construction of the swimming pool or spa will generally determine the applicable barrier standard. This is the set of technical requirements that the barrier must comply with.
You will be sent a letter detailing which barrier standard applies, as well as information on the next steps you will need to take.
Note: If you made changes to your barrier or the surrounding area after the pool or spa was constructed (such as landscaping or a new deck), the current safety standard may apply.

First Inspection & Report
This is where you engage a qualified Pool Safety Victoria inspector to visit your site and advise you of any rectification works required in order for you to have your pool/spa and barrier compliant to your applicable barrier standard.
This advice will be given to you in a full report with colour photos and clear instructions.
In many instances, around 90% of safety barriers fail to comply to the applicable standards on the first inspection and the inspector will have to re-visit your site after your rectification works are completed.
Failing to rectify your safety barriers within a reasonable time may result in Council enforcement actions which carries hefty fees.
In the event that your safety barriers are found to comply with the applicable barrier standard on the first inspection, we will issue you the Certificate of Compliance immediately and even offer you a discount on the initial fee paid.
Subsequent Inspection Visit
Upon re-inspection, if found to be compliant, we will issue you the Certificate of Compliance.

Submit Compliance Certificate
Owners must submit the compliance certificate to Council within 30 days of its issue and pay a lodgement fee of about $20. This fee has been set by the VIC Government and is revised from time to time.
